Balancing Changes: Rally Point and Spies

• Spy 4: 5.000 Wood (down from 10.000), 4.500 Clay (down from 10.000), 6.000 Iron (down from 9.000); recruitment time: 2 hours (down from 12 hours)

• Spy 5: 12.000 Wood (down from 50.000), 10.000 Clay (down from 50.000), 18.000 Iron (down from 20.000); recruitment time: 3 hours (down from 24 hours)

But now:

• Spy 4: 7.000 Wood, 6.500 Clay, 8.000 Iron; recruitment time: 3 hours

• Spy 5: recruitment time: 6 hours.

So is this a bug, or which one game update changed this?

As this is notes from a very old updates, the spies have been updated again after this one. A possible reason might be that it was just too easy to get your spies back

I need to know when exactly was this change introduced in the game and why is there no information about it in the changelogs.
