Spy attacking enemy buildings

Somebody, please tell me how I can use my spy to attack an enemy building. One enemy of mine is sending his spies to my villages and they are decreasing levels of my buildings. But I can not find any option to do that.

1. Bring HQ up to 25
2. Build a Hall of Orders
3. Choose the Thieve's guild
4. Your spies in that village can now sabotage villages.
