I know you need a level 20 market to transfer resources. Once you learned it in your first village, the skill applied to all villages. I know that many times I have sent resources to myself from a village with less than a level 20 market. However, today it won't let me do so from anything with less than a level 20 market. This seems like a bug. If not, then it makes having a level 1-19 market in any village absolutely pointless and makes the whole market system severely broken. Any idea if this was done on purpose?
Upon closer examination, I can send resources to myself if my market is under level 20, but cannot send to anyone else, regardless of if in tribe or affiliation with that player's tribe.
