Renaming Province

I know you can rename a province once you own 51% of said province. Additional mechanics were added some time ago to ensure 51% was at least 10 villages (thread). A while back, on a whim, I found a province with only one village, and took that village. The option to rename the province is on the menu, but when I try to do the deed, the game reports "not the province owner".

I get why this province can't be renamed, but the option should not be present on the province screen if it's not allowed.

I wouldn't really call this a bug since you have achieved part of the requirement needing to rename a province(own more than 50% of the cities) so until you can get 9 more cities it shouldn't let you change the province name. It's simply a additional requirements to avoid players taking just 1 city in a province and renameing it.
