Is it possible to relocate a nobleman from one village to village, under the right conditions, such as both villages have an academy etc...?

Everything is possible... You must send the noble with no escort to any village... Once that done it will cost you 40k wood + 50k clay + 50k iron and it will take 3 hours.

The nobles are excluded from the relocation feature, so like hiba says you need to kill one off and make a new one

It's easy, you kill your noble by sending it alone to attack a barb villa and build new one where you need it. I do it all the time.
