Ideal city build

Sorry if this is posted elsewhere, i have searched and can't find anything.

Can anyone give some advice on the best city builds for Offensive and Defensive villages, i don't mean unit amounts but building and levels.

Farm:30
Warehouse:30
Statue:5
HQ:25-30
Tavern:15
Wall:20
Market:20
Academy:1
Hall of Orders: Depends on Order
Hospital:10 (Questionable)
Rally pointreferably 0
Church/Chapel:1

I would only build HQ to 25 and to be honest I wouldn't even bother with Hospital.
