Trying to increase my rally point level to level 2, but it seems to be trying to go to 3 now and show it as level 1 with a +2 below it in green. doesn't seem to be doing anything. any ideas?

what does the +1 mean under the level number? why wont it level up?
The number after the + indicate how many levels are put in the queue ... each level have/need a build time ... it will level up after that time ...
You probably clicked on the upgrading button twice ... sometimes the game freeze/display wrong upgrade time in the buildings queue ... you will have to refresh ...
