You can see travel time ingame so you don't need tools for it. But if you want see travel times for A to B you can use http://tw2calc.com/us/distance or http://tw2.simion-chis.ro/en3/attack-planner . All world have still same speed so you should not have any troubles.

http://www.tw2-tools.com/worlds/ this is currently best tool for TW2. Statistics are updated once day so you can see if you follow player statistics you may see in 2-5 days is player still playing. There is also map tool where you can mark tribes and players just like in tribalwarsmap but that map doesn't give you more than visual info where players/tribes have villages
