Tribal Shield Transfer

I'd like to suggest an amendment to how we transfer the shield
Currently it requires an inactive founder and 50%+ 1 player vote to transfer the shield.
Usually in a tribe that situation doesnt happen too often however in the cases where 50 players are in a tribe 12 have no villages 20 are inactive they no longer have any possibility of actually reaching the 50% vote needed.
TW2 dont factor in that fact therefor the change is simple.

Only votes from players that are green at the time of the vote will be required.

Ergo if 32 are inactive said tribe would need 50+1 player votes from the remaining 18 active players to change shield.

If the whole point of the shield transfer is to deal with inactivity why exactly do the inactives of said tribe get a vote? they've not been on after a week once they've hit red

Well, those 32 inactive guys should get kicked. Why are you having more than 60% of your tribe inactive?
