It might been their plan but im not sure if its a good plan. They didnt achive to much about it and they told the rest of the tribes that there is no point in making any agreements as they just backstabb it as it benefits them

I believe that has been the case all along really. I am sure you know very well they are dishonourable and backstabbing to their allies, let alone their enemies!
