Dissapearing resource buildings

So I did a quest where you had to get 22 of every resource building, so I completed it, got my quest reward and my clay pit and iron mine just got demoted to lvl 21 for no reason. Same thing happened with my friend at the quest when you had to get all resource buildings level 12.

It seems like a possible lag issues happened there, rolling back your buildings status. Is there anything else missing?

Nope not a display bug, I get less resources from them. I opened a ticket.
