Combat strength

Why when I attack a village in my province my troops attack with only 42% combat strength sometimes 38% and when I attack outside my province it decrease to 27% only how can I win any battle with that ??! Please answer

When you attack someone less than 1/4 your size you will get a morale penalty for being a bully ... the smaller your target the less attack % you will have ... here is the Wiki
