Morale depends on the points of you and the player you're attacking. You can go into the player profile of another player to check your morale vs him/her. if you have 60 morale for example you will attack with 60% weapon mastery, if you have no church in that province and no faithful paladin the weapon mastery halves and becomes 30%.

Barrack levels does not affect weapon mastery.

This is also the case if you don't have a church, or if you aren't sending a paladin with the attack to that province (So long as you have a level 5 statue from the village you are sending from, or unlocked the technology for it).
