Analyzing scout report

I don't know how to analyze this scout report. Does that really mean that this player doesn't have any troups? I don't get it. It looks like it's a "perfect" where I get to know if he has troups elsewhere. Someone could confirm?

Hello Vadorequest,

The report state that one swordsman is in the Village. Please note that when you scout though, there is also a small chance that you receive false information when your opponent activates countermeasures. Thank you for your question.

You can always recon neighbour villages with your axes
