I agree with Roman here. I have also found out it is based on order of who launched first. So If you try sniping same second, your snipes go after the train, but If you send snipes first and then time the train same second as them, attacks land after.

The thing is...if your coop uses an extension bot for TW2 and logs into your account, you will be flagged even if he never uses that script/bot extension on your account AT ALL. So, choose your coops wisely. Regarding multi-accounting and coop abuse...it was obvious there was something going on...

This is completely out of topic ;), but I just wanna say this. I have played in RU worlds. I know how players there completely disregard rules and do whatever they can do to cheat. Main reason I have also found it not fun to play there.
