World Domination Timer

One aspect of Domination that doesn't seem clear in any of the rules posts is when World Domination can begin.

It begins at 70% and ends at 80% usually. But when is that achievable? There must obviously be a time gap otherwise the first person to join the realm and make a tribe would technically be at 100% and instantly win the world. Is that 3 months in? 6 months? A day?

If anyone has any insight, I'd love to hear it.

This is largely at the CM's discretion. On the US market many years ago I remember a thread detailing a 90 day period and on Beta I remember a thread that said 180 days. Of course, it's extremely typical that I can't find either thread now, but it's largely up to the CM from what I remember.
